Asian Development Bank (ADB) has assigned DV for developing the 30 MW Solar Power Plant Project’s Initial Environmental Examination (IEE) report and Environmental Management Plan (EMP) under the SC 108901 AFG: AFG MFF Energy Supply Improvement Investment Program (Solar) Tranche 3- Environmental Specialist contract for its Energy Division, CWRD Central and West Asia Department.
To provide analytical support to the assigned energy sector project by preparing the Initial Environmental Examination (IEE) report and Environmental Management Plan. DV’s consultant will be based in ADB’s Afghanistan Resident Mission for a period of three months (May to July 2017).
Detailed Tasks and/or Expected Output
The Environmental Specialist is mainly stationed in the field Surubi District of Kabul for the proposed assignment with some home office desk review.
- Liaise with the Executive Agency, to conduct initial examination of direct and indirect environmental impacts of the Project, its alternatives and associated facilities including physical impacts (air and water quality, noise and vibration, soils and wastes, etc.), ecological impacts (plants, wildlife, and protected areas), and socio-economic impacts (impacts to social environment, infrastructure, traffic, etc).
- Prepare a Project’s Initial Environmental Examination (IEE) report and Environmental Management Plan (EMP) following the format and contents specified in the ADB Safeguard Policy (2009) and ensure rigor in the English version;
- Liaise with the Executive Agency in organizing meaningful consultation with affected people and appropriate documenting consultation processes, to ensure that vulnerable groups have sufficient opportunities to participate in consultations; and,
- Assist in preparing inputs to the Report and Recommendations to the President and Project Administration Manual.
