Owing to H.E President Mohammad Ashraf Ghani’s strong leadership, dedication, guidance and generous support for reform through the High Council of Land and Water platform, ARAZI has become a one-stop shop for all issues related to land administration in the country. H.E the President’s instruction to ARAZI on developing transparent, efficient, sustainable and accountable land administration and management institution led to the development of the Institutional Development Program for Land Administration (IDPL).

The IDPL has been prepared under the overall guidance and supervision of Mr. Jawad Peikar, CEO of the Independent Land Administration Authority (ARAZI) of Afghanistan. Technical staff and management of ARAZI have been very active participants in setting the program agenda, vision and strategy.

The Food and Agriculture Organization (FAO) of the United Nations facilitated the IDPL formulation process by providing guidance, technical oversight and coordinating the work of several experts from Afghanistan, Turkey, and the World Bank (WB) and International consultants. The IDPL formulation leadership and coordination was provided by Mr. Aziz Arya on behalf of FAO, advising on the program architecture, drafting the program document, building synergies among the various technical inputs in support of a common objective. FAO also deployed a number of international consultants to ensure international best practices are reflected in the IDPL approach and activities.

The Turkish Cooperation for International Development (TIKA) generously supported and facilitated technical inputs provided by experts from the Turkish General Directorate of Land Registry and Cadastre (TKGM). The TKGM experts visited Afghanistan several times and hosted several missions comprising ARAZI management, FAO and WB staff. The technical content in IDPL is predominantly from the TKGM experts.
